What is HDB MOP? A Complete Guide to Minimum Occupation Period

If you are buying or selling an HDB flat in Singapore, understanding the Minimum Occupation Period (MOP) is essential. MOP is one of the most important rules governing HDB ownership, and it directly affects when you can sell your flat on the resale market.

What Does MOP Mean?

MOP stands for Minimum Occupation Period. It is a mandatory period of 5 years during which HDB flat owners must physically reside in their flat. During this time, owners cannot sell the flat on the open resale market or purchase private property.

The MOP applies to flats purchased directly from HDB through BTO (Build-To-Order), SBF (Sale of Balance Flats), and Re-Offer exercises. It does not apply to resale flats purchased from the open market — those can be sold again immediately (though CPF and grant restrictions may apply).

When Does MOP Start and End?

The 5-year MOP starts from the date you collect the keys to your flat, not from the Temporary Occupation Permit (TOP) date or the lease commencement date. Since key collection dates are individual and not publicly available, most tools (including ours) use the lease commencement year as an approximation.

Example: If your flat's lease commenced in 2020 and you collected keys in March 2020, your MOP ends in March 2025. However, if the lease commenced in 2020 but you only collected keys in December 2020, your MOP ends in December 2025. This is why MOP dates on this site are labeled "estimated" — the actual date depends on individual key collection.

What Happens After MOP?

Once you have fulfilled the MOP, you can:

  • Sell your flat on the HDB resale market
  • Purchase a private property while keeping your HDB (subject to conditions)
  • Rent out the entire flat (with HDB approval)

For buyers, this means that when a cluster of HDB flats reaches MOP, those flats start appearing on the resale market for the first time. This is why recently MOP flats are significant — they represent a new wave of relatively young, well-maintained flats entering the market.

Why Are Recently MOP Flats Popular?

Recently MOP flats are highly sought after by buyers for several reasons:

  • Long remaining lease: With 90+ years of remaining lease, these flats have no issues with CPF usage limits or bank loan restrictions that older flats may face.
  • Modern layouts: Newer BTO designs feature open kitchens, larger living spaces, and smart home provisions that older flats lack.
  • Better infrastructure: Newer estates like Punggol, Tampines North, and Bidadari come with sheltered walkways, integrated transport hubs, and better amenities.
  • Lower maintenance: Being only 5-10 years old, these flats typically require less renovation and maintenance.

Can I Sell My HDB Before MOP?

In general, no. You must fulfill the full 5-year MOP before selling. However, HDB may grant exceptions in specific circumstances:

  • Divorce or separation
  • Severe financial hardship
  • Medical or compassionate reasons
  • Taking up citizenship in another country

Even in these cases, you can only sell the flat back to HDB, not on the open market. The sale price will be determined by HDB.
